  • In a separate bowl, combine the carrot paste, gram flour, all-purpose flour, salt, and butter. Mix to form a smooth dough. The moisture from the carrot paste should be sufficient, but if needed, add a few drops of water to achieve the right consistency.
  • Divide the dough into small, equal portions. Roll each portion into a thin circle. Place a spoonful of the paneer filling in the center of each circle.
  • Fold the dough over the filling to create a half-moon shape, pinching the edges firmly to seal. Crimp the edges decoratively, if desired. This ensures the filling stays inside during steaming.
