Prepare the Dough

  • Combine all-purpose flour, vegetable oil, and chilled water in a bowl. Mix until a smooth dough forms. Knead lightly for 2-3 minutes. Wrap the dough in plastic wrap and refrigerate for at least 10 minutes.

Make the Filling

  • Heat a frying pan over medium heat. Add grated coconut and stir-fry for 2-3 minutes until lightly browned. Add red chili powder, ground cinnamon, ground nutmeg, powdered sugar, and salt. Stir well to combine. Stir in the chopped walnuts. Cook until the mixture is dry and slightly crumbly. Remove from heat and let cool.

Assemble and Fry the Snacks

  • On a lightly floured surface, roll out the dough thinly. Cut into small circles or squares. Place a spoonful of the coconut-walnut filling in the center of each circle/square. Bring the opposite corners together to form a small pouch, twisting the ends to seal. Repeat with the remaining dough and filling.
  • Deep fry the filled snacks in hot oil until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Cool and Serve

  • Let the snacks cool completely before serving. Store in an airtight container at room temperature for up to 15 days.
