Prepare the Vegetable Balls

  • Mix cabbage, carrot, cauliflower, and French beans in a bowl. Add 1 teaspoon of salt and thoroughly massage into the vegetables.
  • Add scallions, bell pepper, green chilies, black pepper, ginger-garlic paste, all-purpose flour, and cornstarch. Mix well to combine.
  • Shape the mixture into small balls. If the mixture is too dry, add a little water to bind it together.
  • Heat vegetable oil in a wok or deep fryer to 350°F (175°C). Deep-fry the vegetable balls in batches for 3-4 minutes, or until golden brown and crispy.
  • Remove the balls from the oil and drain on a paper towel-lined plate.

Make the Sauce

  • Heat 2 tablespoons of vegetable oil in a wok or large skillet over medium-high heat.
  • Add the finely chopped onion and saute until translucent.
  • Add the minced garlic, ginger, and green chilies. Saute for about 30 seconds, until fragrant.
  • Pour in the vegetable broth, soy sauce, cornstarch slurry, sugar, black pepper, and salt. Stir continuously and simmer until the sauce thickens, about 2-3 minutes.
  • Stir in the sweet and sour sauce.

Combine and Serve

  • Add the fried vegetable balls to the sauce and gently toss to coat evenly. Heat through.
  • Garnish with chopped scallions.
  • Serve hot with noodles or rice.
