Prepare the Filling

  • Blanch the corn, spinach, and bok choy in boiling water for 1-2 minutes until slightly softened. Immediately plunge into ice water to stop the cooking process. Drain well and set aside.
  • Combine the blanched vegetables with the celery, black pepper, and salt. Mix gently.

Make the Dressing

  • In a small bowl, whisk together the jaggery, lemon juice, red chili, coriander, garlic, sugar, salt, and water until the jaggery is completely dissolved.

Assemble the Popiah

  • Soak each rice paper wrapper in warm water for about 15-20 seconds, or until softened. Lay flat on a clean surface.
  • Spoon a portion of the vegetable filling onto the center of each wrapper.
  • Fold the sides of the wrapper inwards, then tightly roll from the bottom up, like a burrito.

Steam and Serve

  • Steam the rolled popiah for 2 minutes, or until heated through.
  • Serve immediately with the prepared dressing.
