Prepare the Dry Ingredients

  • Sift together the all-purpose flour, baking powder, and baking soda. Set aside.

Cream Butter and Sugar

  • In a large bowl, beat the softened butter until light and fluffy. Gradually add the powdered sugar and beat until well combined. If using sweetened condensed milk, add it now and mix until incorporated. Be mindful of the sugar content if using both sugar and condensed milk.

Melt the Chocolate

  • Melt the dark chocolate in a double boiler or microwave. Ensure it is completely smooth before proceeding.

Combine Wet and Dry Ingredients

  • Add the melted chocolate to the butter and sugar mixture, mixing until fully incorporated. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Add the milk as needed to achieve a pourable batter.

Prepare the Pressure Cooker

  • Remove the whistle from your pressure cooker. Sprinkle a thin layer of salt on the bottom of the cooker to help prevent sticking. Place a heatproof stand (preferably metal) inside the pressure cooker.

Preheat Pressure Cooker

  • Close the pressure cooker lid and preheat on medium heat for 5 minutes. This ensures even cooking.

  • Grease an 8-inch round aluminum cake pan and pour the batter into the pan.
