  • Combine all-purpose flour, sugar, oil, and milk in a bowl. Gradually add water, mixing until a soft, pliable dough forms. Cover and let it rest for at least 30 minutes.

Make the Sugar Syrup

  • In a saucepan, combine sugar and water. Bring to a boil over medium heat, stirring until the sugar dissolves. Reduce heat to low and simmer for 10-12 minutes, or until the syrup reaches a slightly sticky consistency (like jam). Set aside to cool slightly.

Prepare the Layering Paste

  • In a small bowl, whisk together all-purpose flour, oil, sugar, and enough water to form a smooth paste.

Shape the Paenia

  • Divide the dough into 8 equal portions. Roll each portion into a thin circle. Spread 1-2 teaspoons of the layering paste evenly over the circle.

Layer and Fry

  • Fold the circle in half, then in half again, to create layers similar to a paratha. Gently roll out each layered piece to a puri-sized circle. Heat oil in a deep pan or wok for deep frying. Carefully fry each paenia until golden brown, turning occasionally.

Soak in Syrup

  • Once fried, immediately transfer the paenias to the warm sugar syrup. Let them soak for a few minutes, turning once or twice to coat evenly. Remove and place on a wire rack to drain excess syrup.

Serve and Store

  • Serve the Paenia warm. Do not stack them while cooling to avoid sticking. For storage, allow the Paenia to cool completely before storing in an airtight container for up to 2-3 days.
