  • In a mixing bowl, combine the all-purpose flour, semolina, and salt.
  • Add the milk and knead until a smooth dough forms. Adding milk gradually helps create a pliable dough.
  • Add the ghee or oil and knead again until the dough is soft and pliable. This adds richness and helps prevent the dough from becoming tough.
  • Cover the dough and let it rest for 10-15 minutes. Resting allows the gluten to relax, making the dough easier to work with.
  • To make the filling, heat a pan over low heat. Add the grated coconut and jaggery. Low heat prevents the jaggery from burning.
  • Cook, stirring constantly, for 2-3 minutes until the jaggery melts and the mixture thickens slightly. The mixture will start to pull away from the sides of the pan.
  • Stir in the ground cardamom. Remove from heat and set aside to cool.
  • Divide the dough into small balls. Roll each ball into a thin, round disc using a rolling pin. Lightly dust the surface with flour to prevent sticking.
  • Place a spoonful of the coconut filling in the center of each disc.
  • Bring the edges of the dough together, pinching and pleating to create a sealed modak shape. Ensure the filling is completely enclosed.
  • Heat oil in a deep pan over medium heat. To test the oil temperature, drop a small piece of dough into the hot oil. It should sizzle gently and rise to the surface gradually.
  • Carefully slide the prepared modak into the hot oil. Fry until golden brown and crispy, turning occasionally for even cooking.

  • Remove the fried modak with a slotted spoon and place them on a plate lined with paper towels to absorb excess oil.
