Prepare the Oats Envelopes

  • Preheat oven to 350°F (175°C). In a bowl, combine rolled oats, whole wheat flour, baking powder, salt, sugar, oil, milk, and water. Mix until a soft dough forms. Let the dough rest for 10 minutes.

Make the Biryani Masala Filling

  • Heat oil in a pan. Add asafoetida, cumin seeds, and ginger-garlic paste. Sauté until fragrant. Add chopped onion and bell pepper and cook until softened. Stir in rolled oats, salt, and Kashmiri chili powder. Cook for 2-3 minutes, until oats are heated through. Remove from heat and stir in grated cheese.

Assemble the Envelopes

  • Roll out the dough into a thin rectangle. Brush with melted butter. Score 4-5 lines lengthwise in the center of the rectangle. Place a spinach leaf on each scored line. Spoon some biryani filling onto the leaf, leaving space at the edges. Fold the dough into an envelope shape, sealing the edges with water.

Bake the Envelopes

  • Brush the envelopes with melted butter and bake for 10-12 minutes, or until golden brown.

Plate and Serve
