  • Soak 1 tablespoon of dried rose petals in warm water for 30 minutes to rehydrate and release their fragrance. Reserve the remaining rose petals for garnishing.
  • Wash the basmati rice under cold water until the water runs clear. This removes excess starch and helps achieve a fluffier phirni. Soak the rice in fresh water for 30 minutes. Then, drain the rice and combine it with the soaked rose petals in a blender or food processor. Grind to a coarse paste.
  • In a heavy-bottomed saucepan or pot, bring the whole milk to a gentle simmer over medium heat. Stir occasionally to prevent scorching.
  • Slowly add the rice and rose petal paste to the simmering milk, whisking constantly to prevent lumps from forming. Reduce the heat to low and continue to cook, stirring frequently, until the rice is cooked through and the mixture has thickened, about 20-25 minutes. The phirni should coat the back of a spoon.
  • Stir in the sugar and rose syrup. Cook for another minute or two, allowing the sugar to dissolve completely.
  • Pour the phirni into individual serving bowls or a large serving dish. Garnish with the reserved dried rose petals and chopped pistachios.
  • Cover and refrigerate for at least 2 hours, or preferably overnight, to allow the flavors to meld and the phirni to chill completely. This enhances the creamy texture.
