- 1 tsp Fennel Seeds saunf
- 1/8 tsp Salt or to taste

- 1/4 cup Butter softened, unsalted
- 1/4 cup Jaggery grated
- 1/4 cup Sugar or brown sugar, powdered
- 1/2 tsp Lemon Juice
- 2-4 tbsp Milk as needed

Prepare the Wet Ingredients
- Combine softened butter, jaggery, powdered sugar, and lemon juice in a bowl. Mix until well combined and the jaggery is dissolved.
Combine Dry Ingredients
- In a separate bowl, whisk together whole wheat flour, baking powder, baking soda, salt, cardamom powder, and fennel seeds.
Make the Dough
- Gradually add the wet ingredients to the dry ingredients, mixing gently until a soft dough forms. Add milk, 1 tablespoon at a time, if needed to bring the dough together.
