  • Shape the paneer mixture into small, round vadas. A slightly flattened shape helps ensure even cooking.

  • In a bowl, whisk together the whole wheat flour (or all-purpose flour) and water until a smooth batter forms. The batter should be thin enough to coat the vadas.
