Soak broken wheat in water for half an hour. Then in another bowl add smashed panneer, vegetables,daliya (broken wheat squeeze them),then add salt , garam masala pd,chat masala pd,salt an mix well
Then add cornflour,rice flour , vegetables , coriander leaves an mix well ,then give a shape of kababs an deep fry it
Notes
If you want to add potatoes to this mixture you can add an you can even add soya nuggets . In place of frying you can shallow fry it.
