Add all ingredients except the oil and water to Besan.
Add water to make semi- thick batter.
Heat oil for deep frying.
Add 1 tablespoon hot oil to the pakoda batter and mix well.
Put in Big heaped tablespoon batter in the oil at medium flame.
Make round big pakodas.
Half fry them only.
Now from each big pakoda make 5-6 small pakodas and fry again.
Serve hot with Pav and green coriander chutney.
