Cut big pieces of panneer add cornflour,salt,pepper, soya sauce an mix well. Deep fry it an keep aside.
Then in a pan add oil fry chopped garlic,green chillies ,fry for sometime . Then add capsicum shallow fry it
Then add salt, pepper,soya sauce,chilli sauce an keep stirring. Then add the deep fried panneer pieces an toss it nicely so that it mixes well from all the sides
Notes
This same method in place of panneer you can use cauliflower, mushrooms, babycorn, chicken, etc. If you want more spicy then add chopped big pieces of green chillies while frying the capsicum
