Boil and mash the potatoes. Add the oats, chopped capsicum, chopped coriander leaves and green chillies. Add chilli flakes, oregano and basil leaves and mix well. Add 2 tsp cornflour and salt as per taste. Mix well and make a soft dough.
Divide the mixture into 8 equal portions and shape into kebabs by rolling and pressing.
Take a kebab and place a small cube of mozarella cheese in it and again close the kebab and give it shape. Repeat the same process for the rest of the kebabs.
Take the remaining cornflour and mix with water to make a thin batter. Dip the kebabs in it and roll in the 3 tbsp of oats kept separately. When coated evenly deep fry in medium heat oil till golden brown.
To make the dip mix all the ingredients for the dip and chill for an hour. Garnish with green and black olive slices. Serve the hot kebabs with the chilled dip.
